Before Fulgrim raises through the ranks of Chemos aristocracy the planet barely can make ends meet.
Under his supervision the planet is transformed into a powerhouse of the Imperium which manages to export resources rather than barely managing to sustain itself and pay its tithes. This is mainly achieved by restoring the ancient mining technologies on the planet to their former glory. This talent for fortifying and modernizing will later also be played on by Horus to utilize Fulgrim to prepare Istvan 5 for the biggest massacre during the Horus Heresy.
An interesting difference to some of his Primarch brothers is that Fulgrim immediately bend the knee to the emperor when he arrived. Ferrus fought the emperor upon arrival to joust each other capabilities against each other. Angron held contempt for his gene father for removing him from the side of his rebellious gladiator brothers who were leading a rebellion dimmed to fail.

Adopted by the Emperor and reunited with his legion, the Emperor's Children, Fulgrim's mission is clear: to lead his warriors in the Great Crusade and spread the Imperium's influence across the galaxy. The legion embraces the pursuit of perfection, whether in combat, art, or self-improvement.
When Fulgrim took command of the emperor’s children who made an inspiring speech which impressed the Emperor of mankind to the point that he allowed the Legion to bear the Aquila of the emperor and take the name they bear to this day. It is ironic that one of the most spoiled “sons” of the emperor also came to betray him.
In the beginning the emperors children were only 200 men strong and were therefore placed under the command of Horus until their number swelled enough to give Fulgrim his independent command. Horus and Fulgrim therefore build a strong bond during the great crusade as they were in the same chain of command before Fulgrim operated more independently.

With this also comes the feeling of superiority and focusing on things which are superfluous to running an efficient war machine. While Sanguinius and Fulgrim share an interest in art and knowledge, Ferrus points out the waste of time all of this is.
What starts as a brotherly rivalry between Fulgrim and Ferrus based in love will be the seed for the first killing of a Primarch during the Horus Heresy. The weapons forged as gifts between siblings would become the tools to take out their wrath on each other on Istvan 5.

Within this temple the Laer kept the Blade of Laer, a relic that housed a Greater demon of Chaos. Obtaining this blade was the beginning for the power of Chaos to corrupt the Phoenicians mind and body.

Fulgrim's descent into chaos is gradual but inevitable. He succumbs to the temptations of Slaanesh, the Chaos God of excess and pleasure. Under Slaanesh's influence, Fulgrim transforms into something far from the perfect leader he once aspired to be.
Fulgrim starts to question the emperor and the society he has created. His hubris leads him to believe that his gene fathers creation is flawed and incomplete. Fulgrim starts to assuage he could produce better results. When these feelings are encouraged by the demon inside Fulgrim he becomes easy pickings to be influenced by Horus.

The once-proud Emperor's Children are transformed into depraved and hedonistic warriors, driven by the pursuit of ever-greater sensations. The banquets grow ever more lavish. The art of the killing ever more ordane and unnecessarily cruel and impractical. The High point of this is an opera held on Fulgrim flagship in which demons took part and everything descended into one big left of food, sex and killing each other for the arts.
This chapter in Fulgrims culminates in a game of cat and mouse between him and his most senior commmaders. The most notable among them being Lucius. In the end Fulgrim reveals that he was able to entrap the Demon that possessed him at Istvan 5 in a painting while testing his legions loyalty and capabilities.

Fulgrim's descent into chaos is complete as he undergoes a horrific transformation into a Daemon Primarch. He becomes a nightmarish servant of Slaanesh, his once-beautiful form now grotesque and perverse.
He goes on this campaign together with Perturabo chasing the same relic. At the end of the campaign Fulgrim betrays Perturabo and ascends to become a serpent Demon Primarch in the service of Slaanesh.
